The Food Safety and Standards Authority of India (FSSAI) on August 8, 2019, issued a draft regulation to prevent the use of antibiotic colistin in food, banned by the Union government in July.

In exercise of the power conferred under section 92 of the Food Safety and Standards Act 2006, FSSAI has framed draft Food and Standards (Contaminants, toxins and Residues) Amendment Regulations, 2019 not to permit the use of Colistin.

The draft regulations are in the process of draft notification, consideration of comments, if any that may be received thereon and the finalisation of these regulations is likely to take some time.

Meanwhile, the Department of Health and Family Welfare, Ministry of Health and Family Welfare has issued a notification dated July 19, 2019, which prohibits the manufacturing, sale and distribution of colistin and its formulations for food-producing animals, poultry, aquafarming and animal feed supplements with immediate effect.

Keeping in mind the prohibition for colistin imposed by the Department of Health and Family Welfare, it has been decided to operationalise the above regulations with immediate effect.

FSSAI implements ban on colistin use with immediate effect

The Food Safety and Standards Authority of India hereby makes the following regulation operational from August 08,2019.

Draft Regulations

These regulations may be called the Food Safety and Standards (Contaminants, toxins and Residues) Amendment Regulations, 2019.

In the Food Safety and Standards (Contaminants, toxins and Residues) Regulations, 2011, in regulation 2.3 relating to ‘Residues’, in sub-regulation 2.3.2

a) In clause (2), after item no. 19, the following shall be inserted, namely, ‘20.Colistin

b) In clause (4), in the table, serial number 3 relating to ‘Colistin’ and the entries relating thereto in columns (3) and (4) shall be omitted.

According to the Food Safety and Standards (Contaminants, Toxins and Residues) Amendment Regulations 2019, colistin will be added to the list of antibiotics and veterinary drugs that are prohibited for use in the processing of meat and meat products, poultry and eggs, seafoods including shrimps, prawns or fish and fishery products.

Also, colistin and its tolerance limits will be removed from the list of antibiotics and veterinary drugs for foods. While the draft will be notified in some time, FSSAI operationalised it from August 8.
